1. Introduction

  1. The United Republic of Tanzania through the Revolutionary Government of Zanzibar has received financing from the African Development Bank toward the cost of the Support for Skills Development and Youth Employment in the Blue Economy Project (SEBEP), and intends to apply part of the agreed amount for this fund to payments under the contract for Development of Private Sector Engagement Framework (PSEF) in Skills Development.
  2. The overall development objective of this assignment is to develop a private sector engagement framework for skills development in Zanzibar. Additional information regarding this assignment is described in the Terms of Reference.
  3. The Ministry of Education and Vocational Training (MoEVT) now invites eligible individual consultants to indicate their interest in Developing the Private Sector Engagement Framework (PSEF) in Skills Development.

2. Scope of Services

The scope of services for the consultant includes, but is not limited to, the following:

4.1. Identify potential private sector partners in the Blue Economy.
4.2. Conduct Private Sector stakeholders’ consultation in Pemba and Unguja.
4.3. Review the existing private sector engagement skills development mechanisms.
4.4. Conduct analysis to identify the industries and employers’ readiness for participating in skills development.
4.5. Propose Funding Modality and Incentives Scheme for the private sector.
4.6. Develop a prototype of how private sector might engage with clear roles and responsibilities, understanding the available resources (time, financial, and technical).
4.7. Test the idea with available partners.
4.8. Spell out clearly roles and responsibilities, funding and accountability of partners, and how to measure progress.
4.9. Conduct Validation Workshop.

3. Minimum Requirements

Applicants need to have the following minimum requirements in terms of academic background, skills, knowledge, and experience:

5.1. At least a master’s degree in a relevant field such as public administration, business management, law, education.
5.2. Strong verbal and written communication skills.
5.3. Ability to work in a collaborative team setting as well as independently.
5.4. Demonstrate program development and management experience.
5.5. 3+ years’ experience in skills development initiatives.
5.6. Demonstrated experience in developing frameworks.

4. Contract Award

  1. A consultant will be awarded the contract in accordance with the procedures set out in the Public Procurement and Disposal of Public Assets Act No. 11 of 2016 and its Regulations (hereinafter called Procurement Regulations).

  1. The consultant that will submit their proposal via e-mail must get confirmation of the receipt of their documents from the Project Coordinator, SEBEP Project.
